Who is affected
Single family offices, and the families behind them, that use or plan to use a Hong Kong investment holding vehicle.
The Bill would widen the investments that qualify for the concession, remove the 5 per cent threshold for incidental transactions and relax the exemption for family-owned special purpose entities (source: Hong Kong Government, press release on the gazettal of the Bill).
A written reply of 30 July 2025 says the regime does not cover vehicles managed by multi family offices (source: Hong Kong Government, written reply to a Legislative Council question).
What to do
Treat the Bill as a proposal until it becomes law. Read the Inland Revenue Department’s guidance on the current concession, in operation since 19 May 2023 (source: Inland Revenue Department), and ask your tax adviser whether your vehicle would qualify.
By when
The Inland Revenue (Amendment) (Preferential Tax Regimes for Funds, Family-owned Investment Holding Vehicles and Carried Interest) Bill 2026 was gazetted on 12 June 2026 and had its first reading in the Legislative Council on 24 June 2026 (source: Inland Revenue Department).
On 12 August 2026 the Government said the Bills Committee had completed its clause-by-clause examination and it aimed to resume the second reading debate in the second half of 2026 (source: Hong Kong Government, 12 August 2026 press release).
If the Legislative Council passes the Bill, the measures will apply from the 2025/26 year of assessment (same source). We found no record that the Bill had passed when we checked on 6 November 2026.
